About the Speaker:

Kent Utsey, President of American Health Resources

Kent Utsey

Mr. Utsey earned his Bachelor of Science, awarded Magna Cum Laude, at Tulane University in 1982. He was inducted into Phi Beta Kappa in that year and was honored with the Sigma Xi Gold Medal Award for Outstanding Research. He then went on to earn his MBA at the University of Oregon in 1988. He began his career in health care as a strategic planning consultant in August of 1988, working for small provider organizations in the greater New Orleans area. He moved into line operations management in 1989, and over the next 4 years rose through the ranks to become the Chief Operations Officer (COO) of a hospital. While working in this environment, he came to see how the type of insurance coverage a patient had could directly affect patient motivation, consumption patterns, outcomes and the cost of care. hen introduced to the concept of Medical Savings Accounts in 1993, he understood immediately how that form of coverage could have a positive and lasting effect on health care costs and quality. He resigned his position, formed American Health Resources, Inc. and began to lobby for the passage of MSA legislation. When the enabling legislation was passed in 1996, AHR became one of the first companies in the U.S. to offer MSA accounts to individuals and small businesses. Since then, he has helped 14 HMOs and health insurers in 12 states develop and bring MSA/HSA/HRA eligible products to market. In 2005, AHR became the first company in the U.S. to offer completely web-accessible HSA/HRA/CHP administration. AHR now provides a wide variety of innovative medical benefit plans, many of which are custom designed to meet the unique needs of the group or client. AHR administers plans covering over 60,000 people in 27 states. In addition, Mr. Utsey is an internationally recognized expert on comparative health systems. He is currently working with the governments of the former members of the Socialist Federal Republic of Yugoslavia, advising them on the transition from socialist to public/private healthcare systems. He is the first American to be invited to help with this process and is a participant in the Forum of the Health Insurance Systems of Central and South Eastern Europe.
